Recently the Postal Service mailed letters to all APWU represented employees telling them that there are transfer opportunities in the carrier craft. I received my letter on January 25, 2012. I suggest that any APWU represented employee who received this letter throw it away. It is the belief of the APWU national officers and the local officers as well that this is not in your best interest. Any employee volunteering to move into the carrier craft would begin a new period of seniority. The APWU negotiated strict excessing limits into the 2010-2015 Collective Bargaining Agreement. The APWU also negotiated protection against Layoffs. All APWU represented regular workforce employees who were on the rolls as of November 20, 2010 are protected from layoffs during the life of the agreement. The National Association of Letter Carriers have not reached an agreement in their contract and therefore there may not be any layoff protection for any new members going into their craft. The APWU asserts that once an employee reaches protected status against layoff they retain it. The postal service disagrees and a national level grievance has been filed on the issue. The Postal Service is planning workforce changes that could eliminate thousands of carrier jobs. Given the fact that you would lose seniority and possibly could be looking a layoffs, I suggest that we just tell management "NO THANK YOU".
